The Daleks seemed to be destroyed in [[Journey's End]] so this may deal with their survival. As the conflict sounds similar to ones seen in [[Dalek Empire (Big Finish)|Dalek Empire]] or the 26th Century, it could be set sometime prior  implying the pre-Time War Daleks remain in the timeline and can be visited.

Publishers Summary
