Noteable unnamed individual cybermen really shouldn't have their own pages, as there are too many of them. A few sentences on the Cyberman main page should be enough.

During the 2007 Cyberman invasion of Earth the leader could be identified by black handle bars. (TV: Army of Ghosts) Jake Simmonds destroyed him soon after the Daleks had also invaded at the same time. When the other Cybermen had been informed of his destruction the information that he contained was downloaded into another Cybermen. (TV: Doomsday)
