The Brain Tappers was a comic story original to The Dalek Outer Space Book, a Dalek annual of the 1960s.
Summary
Sara Kingdom is charged to investigate the leaking of confidential information that the Daleks are using to attack Earth strategic bases. She discovers the new Dalek emperor is able to read the thoughts of Earth's defence scientists through radio waves. She makes up a plan that employs those scientists as a bait for the Emperor, while human forces attack and wipe out the Dalek fleet of the Emperor.
