The anima device was part of the Omega Arsenal. Ollistra asked the War Doctor to identify it's use. On discovering the device a psychic weapon, the Doctor lists the Ood, Sensorites, and Arcateenians as possible creators. It took away people free will and allowed the user to control other people's minds.
