As the spoiler policy is intended to only protect against premature discussion of storylines or characters, I don't believe it is in violation of the policy to indicate Chibnall's new job. This isn't the same case as it was with Capaldi where some argued that the very acknowledgement of there being a new Doctor cast was a spoiler. I didn't agree with that attitude then and I don't now, but when it comes to someone being hired for a new job not related to any storyline or casting or character information, I think it satisfies policy. The only thing unclear at the moment is when exactly he's supposed to take on his new job as there's differing media reports as to when the other guy will vacate. As the spoiler policy is intended to only protect against premature discussion of storylines or characters, I don't believe it is in violation of the policy to indicate Chibnall's new job.
