In a parallel universe visited by the Third Doctor, Adolf Hitler was the leader of Nazi Germany during the 20th century.
By the time that Hitler came to power, Europe was divided between the spheres of influence of White Russia and the fascist Republic of Great Britain. This state of affairs meant that World War II never happened as Russia and the British Republic were able to crush Germany by intimidating Hitler into backing down from his sabre-rattling.
