Tessa was a resident of Brendais. When she was a teenager, the Overseers came to collect her to be "ascended'".
Later, at the Overseers' headquarters, the Eighth Doctor and Grace rescued Tessa, Oren, and the other children. (COMIC: The Body Politic)
