Valmar was an engineer on the human colony on the planet Vulcan. He was one of the colony's senior engineers before an industrial accident killed four men. Governor Hensell blamed Valmar for the accident and demoted him. Valmar saw this as unjust, believing Hensell was using him as a scapegoat to deflect blame from the IMC's inadequate funding, and so he joined Bragen's rebel group. (PROSE: The Power of the Daleks)
