Sally Phelan was a young bride-to-be turned into a Cyberman. She was the only Cyberman to feel cold. She was going to marry a man named Gareth. Nothing is known about him and he never appears. He could have been someone in the crowd.
Profile
Before her wedding, Sally Phelan "upgraded" into a Cyberman. Nevertheless, she still remembered her past life. She tried to attack the Doctor and Mrs Moore. Mrs Moore activated an electromagnetic pulse bomb to disable her. The Doctor pulled away the Cyberman's emotional inhibitor before she died. (DW: The Age of Steel)
