If this is a "presidential aide", not "the Presidential Aide", why is the name capitalised like so?

A presidential aide was piloting the Lord President's TARDIS when Caleera trapped it in the Transduction barriers. She managed to contact Jerastra but was killed afterwards. (AUDIO: Songs of Love)
