Danny Bartock was the representative of the Ethics Committee on the Walker Expedition.
Profile
According to the Beast, he was a liar. He formed something of a flirtatious relationship with Rose Tyler, and it was his idea to create a psychic flare that would disable the Ood and perhaps break the hold which the Beast had over them.
