Mr Oak was an engineer at the Euro Sea Gas refinery commanded by John Robson. Oak, along with Quill, was mentally controlled by the weed creature. He and Quill committed various acts of sabotage around the refinery, including emptying the oxygen cylinders and gassing Maggie Harris. He was eventually freed, thanks to the Second Doctor.
