Theresa was a woman from Manikis. When the Daleks invaded Manikis, she made a deal with them. They would let her captured family members live if she would capture anyone escaping from Rainbow City. She kept these people prisoner in her cellar, waiting for the Daleks' once-a-month visit.
Natalie Fulton, Hex and Ted were captured by Theresa, but Natalie killed her after Hex tricked her into letting them out by imitating the Seventh Doctor. (PROSE: Natalie's Diary)
