She cried out in a dazed state, brought on by her self-hypnosis, and it was assumed by all near that the Doctor was harassing her. Those close turned on him, but were distracted by the arrival of Spring-heeled Jack who caused the crowd to flee. The police arrived on the scene as Jack moved to attack Penny, but the Doctor knocked him away. The police officer Bates scared Jack away after he fired upon him.
