Zarb was the president of Inter Minor and the brother of Kalik.
Zarb disbanded the army, allowed aliens onto the planet and tried to improve the lives of the Functionaries. His policies were very strongly opposed by Kalik, who plotted to overthrow him. (TV: Carnival of Monsters)
