Perpetual Pete was around seven hundred years old. He worked as the Health & Safety man for the "Death Ride, making sure some tunnels were off limits. His real job was to a room called the Perpetuity Chamber, were horrible beasts were kept.

He was questioned by the Eleventh Doctor and explained that he became the guardian of this chamber after they had captured the Drexxon, who had been so vicious and violent they were destroying planets. When he heard about a Drexxon in the fairground he was shocked and decided that they would have to take action. A musical lock opened the chamber and Garvo was the key to playing those exact notes.
