Laken Greene was an Earth Administrator.
He was sent to Axista Four to eradicate the Tyrenians so their true origins would not be revealed. The Second Doctor convinced him to change his plans, giving him the excuse to use that Earth records were inaccurate and the Tyrenians were actually native to the planet. (PROSE: The Colony of Lies)
