Monsieur de Talleyrand-Perigord was Napoleon's Grand Chamberlain and Foreign Minister. Before that, he was a bishop and aristocrat. He was also made the Prince of Benevento.
He prevented the Second Doctor and Serena from being arrested as spies in 1815. The Doctor then took him with them to 1865 to see the results of the Countess' scheme.
