Now that we've seen Tipple in full costume and makeup, I think it's quite clear that he was meant to be the Ainley Master. Hi just thought I'd mention that Doctor Who Magazine had an interview with Gordon Tipple which included a picture of him in character. I would have included it here but I'd taken it on my phone so is of poor quality, may be worth checking out.

Same as the Ainley Master?
