Rafando was a humanoid who lived on an unnamed planet. He informed the Doctor that only another Time Lord could be the executor of Missy as his species was hard to come by. After the Doctor refused to kill Missy, he told Rafando to check his records of the the Doctor. After discovering these records, he fled. (TV: Extremis)
