Matron Cofelia's guards are two mysterios, bald, body guards armed with large guns and under the control of the wet nurse Matron Cofelia.
The same two guards are also the collection squad who collect the Adipose children who are create due to the emergency parthenogenesis.
When the Matron became suspicios of Penny Carter, she ordered her guards to bang open the tiolet cubicles to find her and tie her up on a chair with cables while Cofielia would explain her plans, but because of the Doctor and Donna Noble's intervention, Cofelia and her guards chased them down. 
After meeting the Doctor and Donna face to face; the Matron felt that the Doctor will imform the Shadow Proclamation, so she gave them their last order, to kill the Doctor and Donna, but they ended up electrocuted by the Doctor.
