Matron Cofelia's guards were two mysterious, bald, body guards armed with large guns and under the control of the wet nurse Matron Cofelia. The same two guards were also the collection squad who collected the Adipose children who were created due to the emergency parthenogenesis. When the Matron became suspicious of Penny Carter she ordered her guards to break down the toilet cubicles and find her.
They then tied her up on a chair with cables while Cofielia would explained her plans, but because of the Doctor and Donna Noble intervention, Cofelia and her guards chased them down.
