Walter Pendulum was an avatar within the virtual world of Second Reality.
Walter, along with Glendower Broadsword, Brad Kominsky and Brenda Simone, played a game of Russian roulette. His arm was not long enough to place the barrel against his head, so he had to crank his neck down in order to play. After the death of Kominsky - the first in the game - Pendulum would abandon the contest.
Toshiko Sato set up a projected 3D rendering of Second Reality in the Rest and Recreation room of the Torchwood Hub. She used the scenario Walter Pendulum and Cap'n Ian Sharkchum playing pinball to demonstrate the VR space.
