Dr. Quinn was Dr. Lawrence's deputy at the Wenley Moor nuclear research facility. He made first contact with the Silurians under Wenley Moor and wanted to keep the scientific glory of his discovery for himself. He told only his assistant, Miss Dawson, of his find and obstructed the Doctor's investigations. He was later killed by a Silurian. (DW: Doctor Who and the Silurians)
