Shekkina was the high priestess of the Drahvins and thought that Ruth Leonidas was their Empress of legend. She used Ruth's appearance to get the populace to believe in her religion more even if she wasn't the Ruth of legend. She told Ruth that she needed a consort. She stopped Ruth from leaving her room on the night before her wedding. (AUDIO: Empress of the Drahvins)
