The Louvre, was one of the best art galleries in the universe, was located in Paris and it held the greatest art work in the universe; the Mona Lisa. The Doctor visited it in the 1980s with Romana. (DW: City of Death). Mr. Harding visited it at least once, although the Mona Lisa is only allowed to be seen for twenty seconds but Harding put a fight in order to see her as he loved the painting.
