Brownrose was a civil servant in the British Ministry under Lord Rowlands. He requested UNIT to investigate a mysterious wave of deaths by asphyxiation which turned out to have been caused by Nestene-controlled plastic items. When he tried to strongarm the Brigadier, the Doctor retaliated by 'pulling rank': claiming he knew Brownrose's boss Lord Rowlands socially. Brownrose immediately backed down.
