Heletia was a planet outside of the Galactic Federation that was colonised by a group of actors who wanted to stage the greatest drama of the universe. Arbela was a city on the planet. The colonists later became an empire and expanded into the Rippearean Cluster, which was also outside the influence of the Federation.
