Josef Tannenbaum was a 20th century Earth boy. He was kidnapped and brainwashed by the Recruiter to fight in its war on Q'ell.
Josef was partnered with Ingrid to co-pilot a walking steam-tank engine. When it was brought down, Josef escaped but Ingrid was captured and brutally killed by Ogrons.
Seeking revenge, he stole one of the war machines protecting the Recruiter and attacked the building where Bernice Summerfield had been taken, as he blamed her for Ingrid's death. The attack damaged the Recruiter's reasoning circuits, allowing the Seventh Doctor to reprogram it and end the war. He then helped mend Josef's broken mind. (PROSE: Toy Soldiers)
