The Judoon commander was the Judoon who was the council for the prosecution at Kybo's trial. He first met the Sixth Doctor when he was trying to find Kybo but the Doctor told him why Kybo went AWOL. Because of the Aetius influence, he started to have an interest in yoga. (AUDIO: Judoon in Chains)
