Keith Perry was an assistant in Edward Waterfield's antiques shop in 1966.
He was curious about Waterfield's business, but at 50 pounds a week he was expected to show less curiosity. He didn't want to be a part of anything illegal. Waterfield had him meet with the Second Doctor and Jamie as part of the plan to lure them to Waterfield's antique shop. When they met at the shop, he was taken aback on learning that the Doctor and Jamie had arrived early. He took them to Waterfield's study, where they discovered Kennedy's dead body. He tried to call the police, but as the phone wasn't working, he left to get them. When he came back with a policeman, he discovered the Doctor and Jamie had gone. (TV: The Evil of the Daleks)
