Kellen was a Gallifreyan and a member of a secret coven.
When Ressadriand was transported to the Edifice, he declared himself leader of the coven. After Father Kreiner was brought out of the Time Vortex, Kellen sent Romana a hypercube to warn her. Kreiner discovered this and killed him. (PROSE: The Ancestor Cell)
