Repossession was an economic agreement wherein property was taken as collateral, as a "stalemate" in a difficult situation.
The colony world which included Isolation Station Forty was repossessed by the Plutocratic Empire, a few centuries before the Eighth Doctor arrived, as the empire held a lease on the property; the colonists failed to maintain their residuals to the empire, and they defaulted.
