Ross was a Combined Galactic Resistance soldier serving aboard the Aristotle.

He was shrunk by a moleculon nanoscaler and deposited into the casing of "Rusty”, a Dalek that had been damaged and turned good, along with the Twelfth Doctor, Clara Oswald, Journey Blue, and Gretchen Carlisle. Inadvertently hurting the Dalek, thus setting off its internal defences, Ross was killed by the Dalek antibodies but not before the Doctor had him ingest a spare power cell so he could track the radiation signature and find where the antibodies dumped the bodies they had "hoovered".
