Tony Moxham was a human riot police officer on the lunar colony Athenia.
An unlicensed demonstration of Galateans called the Children of Turing broke into a riot when Tony damaged the holo-statue of Alan Turing. The fighting was calmed when the Twelfth Doctor repaired the holo-statue and made it appear to speak in Alan's voice. Later, Tony dreamed that he was in a war where he was wiping out the Galateans. The Phantom Piper came to him and told him that any dream could come true. Tony came to the home of the Children of Turing to overload the recharging unit. Delphi woke up and punched Tony while trying to stop him, unwittingly causing him to be electrocuted by the charger. (COMIC: The Phantom Piper)
