Cline was the leader of a couple of soldiers encountered by the Doctor, Donna Noble and Martha Jones on the planet Messaline where he is fighting against the Hath. When he sees that the Doctor's hands are clean he forces him to process his DNA in a progenation machine, thus creating Jenny, the Doctor's daughter. Both Cline's father and grandfather fought the Hath.
When Cobb puts the Doctor, Donna and Jenny in a cell to prevent them from stopping his attempt to reach the Source, Cline is give the job of guarding them. Jenny tricks him in to open the cell by kissing him through the bars and stealing his gun. Cobb later finds Cline tied up and embarassed, Cline then joins the search for the source. After Jenny's death, Cline asks the Doctor to help them give her a proper ceremony.
