George Bailey was a male human.
He worked as a security guard at the Pharos Institute. In 2008, he was watching the Pharos Institute when Sarah Jane Smith stole the MITRE headset. He didn't see or get her, but the people from the Pharos Institute noticed that someone had broken into the institute. The next morning, Bailey was still on his shift which went from two in the morning to nine in the morning. He knew that his boss was calling him through a meeting after his shift because he let somebody break into the institute. (PROSE: The Lost Boy)
At 7.30, Bloorm Vungah Bart Slitheen, Dax Fex Fize Slitheen and Korst Gogg Thek Lutiven-Day Slitheen drove with the kidnapped Luke Smith past George Bailey. Korst Gogg Thek Lutiven-Day Slitheen used a technology which made George Bailey unconscious for several hours. Then they drove to the Pharos Institute. (TV: The Lost Boy)
