Floor 13 was the top level of Thames House.
As it was the London headquarters for MI5, Thames House was the most secure building in Britain. When the 456 sent instructions to the British government in 2009 for an environment chamber, it was constructed on Floor 13. (TV: Children of Earth: Day Two)
