  The Torchwood Assessor



Miss Agnes Havisham, was charged by Queen Victoria to watch over the future of Torchwood.

Whenever there is a crisis at any of the torchwood stations she awakes, she takes charge, she monitors and, if necessary, she intervenes.

Her authority is absolute, her decision is final, and her judgment is impeccable.

She is only woken at a time of great caos, by machines that "are most discriminating." she has only been woken four times in the past 100 years ( she was able to sort the situation with very little fuss.)

She is cryogenicly frozen in a storage unit in swindon
