Donna's role in the End of Time is minimal, and seems to just be there for the sake of it, and is of little (if any) importance to the main plot. To have Donna die that easily in a story where she was just a side character would seem like Russell T Davies just went out of his way to kill her off. In universe however, it is strange that she doesn't die and just forgets again.
