Moor was a soldier who had been abducted by the War Lords, who failed to hypnotise him into participating in their simulated version of the war. He fought against them as a member of the resistance. He was assigned to guard von Weich, who managed to hypnotise him into letting him go. Moor later broke free of von Weich's control and killed him. He, like all the surviving victims of the War Lords, was returned home by the Time Lords. (TV: The War Games)
