Use by the Doctor
The Fourth Doctor often used a paper bag to offer jelly babies. (TV: The Sun Makers, et.al) Later, the Thirteenth Doctor would use it to offer Ryan Sinclair a humbug (TV: Ascension of the Cybermen)
