Would this actually be Rassilon? Tecteunhe was the first Timelord to learn how to regenerate, the one who seems to be in charge of their civilization in the flashback. Would Tecteun have changed his/her name at some point or were they killed by Rassilon and then he took credit for what Tecteunhe had done?
