Mr Newman was a friend of Winston Churchill.
At some point just before 26 March 1963, Newman got a job at the British Broadcasting Corporation. Churchill contacted him to suggest a new drama about the Doctor. (PROSE: Stop, Thief!)

Newman is clearly intended to be Sydney Newman, the creator of Doctor Who.
