Good Thinking was a US shadow organisation in the 1950s that engineered the Good Thinking virus from nanotechnology and a biological component supplied by Norton Folgate.
The Americans tested it on a number of criminals on death row, but it spread. Norton found the results abhorrent and Torchwood shut them down.
