Celeste was a planet owned by Intra-Venus, Inc. which was mined for its rubies. When the miners revolted, Josiah W. Dogbolter brought in soldiers and the Wrekka to deal with them.
The Fifth Doctor and Gus Goodman landed on Celeste. They were pursued by soldiers for breaking curfew until they fell into an underground tunnel. While looking for a way out, they were captured by the Wrekka and taken to Dogbolter, who mistook them for the rebel leaders.
