A junior guard worked in the palace in Winter under the chief of security, Jacklyn Karna.
The guard found Karna after the latter attempted to interrogate the First Doctor, only to be hypnotised and left unconscious. Karna informed the guard that the Doctor was to be recaptured for his escape and his responsibility for the death of a junior guard.
The guard was unaware of any death having taken place. Karna then murdered her so she could be used to frame the Doctor for that very act. (AUDIO: The Dalek Occupation of Winter)
