The Mender of Roads was a character from A Tale of Two Cities by Charles Dickens.
At one point in the book, Jacques One requested that the Mender of Roads wait outside. Defarge obliged, and left him seated at the top of the stairs in an adjacent room while Jacques One, Jacques Two, Defarge and a hungry man all plotted their intentions.
Pages featuring the Mender of Roads appeared on Toshiko Sato's computer, after she transferred the data from copy of the physical book using an alien data scanner. (TV: Everything Changes)
