Presidential Representative to Non-Gallifreyan Dignitaries was a title usually held by the Vice President of Gallifrey.
According to Cardinal Matthias, in tandem with the role of Security Secretary, it constituted the "cornerstones of Vice Presidential power". This was true to such an extent that Matthias was able to claim he was Vice President in "all but name" after he tricked Lady President Romana and the High Council into granting him the powers of both positions, even going so far as to claim the Presidency itself after Romana was issued with a vote of no confidence.
