Om-Com was a method of communication that could remotely connect to anything with a speaker-grill. It was used by the Chula.

The Chula warship owned by Jack Harkness had Om-Com capabilities. Chula ambulances were also equipped with nanogenes which could give Om-Com capabilities to soldiers. (TV: The Empty Child/The Doctor Dances)

It seems likely that the Atraxi hunting Prisoner Zero in 2008 also used a form of Om-Com to project their message, "Prisoner Zero will vacate the human residence, or the human residence will be incinerated." across the entire planet, given that all devices with "a speaker grill" were playing it. (TV: The Eleventh Hour)
